Utah Brokers: In order to file surplus lines taxes in Utah, you are required to register to file by creating an account InsCipher. It is your responsibility to file surplus lines transactions on time to avoid any late penalties. Submissions are due 60 days from the effective date of the policy. Invoices will be generated automatically on the first of every month, following your submissions, and will also be sent to you via email. You are required to make all SLAUT invoice payments online in the InsCipher Broker Portal no later than 25 days after the invoice is generated (or by the 25th of each month).
Idaho Brokers: Starting on Oct 5, 2020, you will be required to file all Idaho surplus lines policies online using the InsCipher Broker Portal. Submissions are due 30 days from the Broker's Policy Document Received Date. Starting Nov 1, 2020, Stamping Fee invoices will be generated by InsCipher and brokers will be expected to pay these online via ACH payment. Payments must be made 30 days after the invoices are posted to avoid late fees and penalties.
- Existing Users: If you have previously requested a single login to file in both Utah and Idaho from InsCipher, then log into the InsCipher Broker Portal as normal (credentials unchanged).
- New Users: If this is your first time using InsCIpher and you had an account with Idaho's old system, we have created an account for you. NO NEED TO REGISTER! Simply, click the "Forgot Password" link and enter your Idaho SL Broker license number as your username and click Submit. Doing so will send a reset password token to the broker email on file with Idaho allowing you to create your own password.
Existing InsCipher Clients: If you are an existing InsCipher Filing Service™ or a Connect™ client, you do not need to re-register to file in Utah or Idaho. You may use existing login information.
